12 August 2026 marks a milestone for the European packaging industry. With the official entry into force of core obligations under Regulation (EU) 2025/40 (PPWR), a binding legal framework has taken effect that fundamentally redefines the rules of the game for flexible packaging too. What trade media such as Euractiv and Packaging Europe long debated as a bureaucratic mega-task is proving in practice to be a powerful catalyst for genuine packaging engineering and targeted material innovation.
The Multi-Material Laminate as a Driver of Change
This shift is most evident in the classic multi-material laminate film. For decades, complex structures such as PET/aluminium/PE or PA/PE were considered the gold standard for reliably protecting sensitive food from oxygen and moisture. While these structures performed outstandingly well technically, they posed insurmountable obstacles for mechanical recycling.
The August 2026 deadline has noticeably cleaned up and professionalised this area. Through the immediately applicable PFAS ban for food contact materials, raw material producers and converters were compelled to fully replace fluorinated processing aids (PPAs) and coatings with safe alternatives. At the same time, the European Union now requires complete technical documentation and a Declaration of Conformity (DoC) for every packaging specification. This transparency obligation has exposed hidden formulation components and created a reliable data basis across the entire supply chain.
The Innovation Path to 2030
Building on this solid foundation, the packaging industry is now taking the next logical step towards circularity, resting essentially on two promising innovation paths:
- High-barrier monomaterials: Following the Design for Recycling Guidelines from consortia such as CEFLEX and RecyClass, proven protective functions are being transferred step by step into recyclable mono-polyolefins. Through modern MDO stretching, nano-thin inorganic barrier layers (AlOx/SiOx) and precisely tuned EVOH cores, future-proof mono-PE and mono-PP concepts are emerging that will reach the high recycling classes (A and B) by 2030.
- Paperisation as a functional alternative: In parallel, so-called “paperisation” is experiencing an unprecedented technology boost. To meet the high recycling rates of waste paper streams, fibre-based barrier packaging for dry and greasy contents is increasingly establishing itself. Through innovative dispersion coatings and ultra-thin extrusion coatings, it is now possible to produce barrier papers that are fully repulpable according to standardised test methods (such as the guidelines of the European industry alliance 4evergreen) while still providing the required aroma and grease protection.
For brand owners, this diversity translates into clear investment security: those who trim their film or paper structures for high recycling classes early on benefit from noticeably reduced EPR licensing fees through European eco-modulation.
A Critical View: Holistic Life Cycle Assessment Instead of False Solutions
Despite all the legitimate progress in recyclability, experts warn against defining sustainability solely by sortability in the recycling stream. Established multi-material concepts have traditionally scored highly on extremely low material usage and near-perfect product protection.
Studies by environmental institutions and the Joint Research Centre (JRC) regularly demonstrate that the ecological footprint of a food product exceeds that of its packaging many times over. Should the switch to monomaterials lead in practice to thicker films, higher energy consumption in processing, or even shortened shelf life, the environmental balance would tip. Genuine sustainability through 2030 and beyond therefore requires a precise balance: maximum material efficiency and uncompromising barrier performance must harmonise seamlessly with high-quality mechanical recycling.
